Password Rules (Admin > Security > Password Rules) set the conditions for passwords when a user changes his/her password. They do not apply when a System Administrator initially sets up or later modifies a user on the User Security page.
At this time the two conditions that may be set are the minimum number of characters (any type) in the password and the minimum number of numerical characters required.
Password rules will only be activated if the User changes his/her password either when prompted because the check box "User must change password at next login" in his/her user security was checked to force the change or the User chooses to change the password in "My Preferences" by clicking the "Click here to change your password" link.
